Driver Re-Licensing

Keystone works closely with the South Carolina Department of Motor Vehicles to help individuals whose licenses have been suspended due to a substance use issue.

Persons whose driver’s licenses have been suspended due to a substance use issue must satisfy the requirements of the state-approved Alcohol and Drug Safety Action Program (ADSAP) standards to be relicensed. Keystone can help throughout this process. Keystone works closely with the South Carolina Department of Motor Vehicles to assist you in satisfying requirements to be relicensed.

After you complete a screening and possibly a bio-psycho-social assessment, you will be placed in the most appropriate program of education and/or treatment services.

Enrollment Requirements

  • Participants must have a 10-year driving record.
  • Participants must have a valid picture ID, such as a driver’s license, passport, or state ID.
  • Keystone requests participants bring a partial deposit of $250 at the time of enrollment. The deposit can be made by check, cash, or card.
  • On the day of enrollment, participants will meet with a counselor for a screening and/or a bio-psycho-social assessment—plan to be at Keystone for 1 to 2 hours that day.
  • All participants are responsible for the cost of programs, as determined by their assessment, ranging from $500 to $2,500, as set by state law. Payment plans are available. Participants are also responsible for lab service charges.

Qualification Criteria

You may qualify for Keystone’s ADSAP program if you meet one of the following criteria:

  • Convicted of driving under the influence (DUI).
  • Convicted of boating under the influence (BUI) by the Department of Natural Resources.
  • Have had your license revoked under the Administrative License Revocation (ALR) procedure.

Completion Requirements

  • Completion of education/ and or treatment program recommendations.
  • Full payment of determined patient responsibility for program fees, with maximum costs set by state law.
  • For those with documented inability to pay, completion of 50 hours of community service.
